11/177 Apologies for absence: To receive apologies for absence.
11/178 Declarations of Interest: In accordance with the Local Government Act 2000, s81 and the Parish Councils (Model code of Conduct) Order 2001, members are asked to declare any personal interest and the nature of that interest which they may have in any of the items under consideration at this meeting (Please refer to the notes at the end of agenda).
11/179 Public questions and statements: Time is available for the public to express a view or ask a question on relevant matters on the following agenda. The public are welcome to stay and observe the rest of the meeting. Members of the public wishing to speak should notify the Clerk in advance. Time given in total of 10 minutes.
11/180 Minutes of the last meeting: To authorise the signing of the minutes of the 13 December 2011.
11/181 Draft Budget for 2012/2013 and Precept: To approve the revised budget for 2012/2013 and set the precept.
11/183 Matters arising from the 13 December meeting and not appearing elsewhere on the agenda:
1. Storage of Title deeds owned by Council – Mrs Davidson purchased safe.
2. Parking near school – Map to be modified
3. SOs amended – copy to Councillors outstanding
4. Littering on Eaton straight – Any progress/update
5. Insurance for farmers – notified Reuben White via Mr Mansfield
6. High Sherriff’s Award – deadline 27/1/12 – publicise on noticeboard
7. Clerk’s hours worked – update from the Staff personnel committee
11/184 Northmoor Weir: To receive the latest update from the Northmoor Weir Campaign Group and to consider any response required from Council.
11/185 Appleton Playground Project: To receive any updates and to authorise the start of the project with selection of Playground Services Ltd and Yewtree Contractors Ltd.
11/186 Bike rack: To receive the cost of bike rack = £2,000 (for 4) and any updates from Mr Gearing concerning the funding and approval of project.
11/187 Website: To consider actions required to tidy the website.
11/188 Group for consultations: To consider any response from the Parish for a consultation group.
11/189 Organiser for Oil bulk scheme with ORCC: To consider any volunteer to take this position.
11/190 Editors of Website: To thank the Editors of the website and in particular Graham Rose for their contribution to the Parish.
11/191 Footpath – rights of way issue: To receive an update on the progress of this issue.
11/192 Clearance of overhanging trees and climbers from public footpaths: To consider any action required.
11/193 Consultation on VOWHDC budget for 2012/2013: To consider response – deadline 11/1/2012

11/195 Winter preparedness: Update and to consider any actions needed.
11/196 ORCC: To consider electing a representative to the ORCC meetings.
11/197 Stewardship Fund: To consider applying for a grant for work in Parish: Potentially two: entrance to Besselsleigh woods over small bridge and entrance to playground from bridleway at the end of Badswell Lane.
11/198 Spring litter pick: To consider organising the annual Spring litter pick.
11/199 Parish Transport representative (PTR): Council to accept resignation of Mr Alan Feast as PTR and for Mrs Betty Griffiths who is willing to stand in as PTR.

11/202 Matters for report: To raise matters for discussion without decision or items for next meeting.
11/203 Date of the next meeting: To decide the next meeting of the Parish Council to be held on Monday 13th February 2012 at 7.15 pm in the Village Hall.
Notes on Declaration of Interest:
(i) Any councilor arriving after the start of the meeting is asked to declare personal interests as necessary as soon as practicable after their arrival even if the item in question has been considered;
(ii) If a councillor has a prejudicial interest in a matter being discussed at the meeting they must declare this as soon as that interest becomes apparent to them. They should then leave the room, unless members of the public are allowed to make representations, give evidence or answer questions about the matter, by statutory right or otherwise. They must immediately leave the room once they have finished or when the meeting decides that they have finished (if that is earlier). They cannot remain in the room to observe the vote on the matter.
(iii) It is not practical to offer detailed advice during the meeting on whether or not a personal interest should be declared, or whether a personal interest should also be regarded as prejudicial.
