Minutes of PC meeting of 13 December 2011

Draft Minutes of Appleton with Eaton Parish Council Meeting held In the Sportsfield Pavilion on Tuesday 13 December 2011 at 7.15 pm.
 
Present: Mrs Claire Salmon (Chairman), Mrs Sara Murray (Vice-chairman), Mrs Liz Gilkes, Mr Keith Stammers, and Mr James Mansfield.
Also Present: Mrs Tian Davidson (Clerk), Mrs Lynn Morgan, Mr Gareth Morgan, Mr John Evans and later, Mr Mike Hill.
 
11/157 Apologies for absence: Mrs Anna Yalci (illness), Mrs Sue Hine (other commitments), Mr John Woodford, Mr Anthony Gearing, and Mrs Natalie Crawford.
 
11/158 Declarations of Interest: None.
 
11/159 Public questions and statements:
Mrs Morgan explained that the application was for a modification of the operator’s licence from 9 lorries and trailers to 6 of each. The conditions remain the same with the exception of early delivery of goods to the Appleton village shop.
Mrs Davidson thanked Mr Gearing for his report sent in his absence, in particular the installation of bike rack.
Mr Hill (8pm) reported and updated Council on the meeting of 8th December regarding the Weir. He thanked the Council on behalf of NWCT for their help and support. He felt the outcome of the meeting was positive with the support of Dr Graham Shelton as a member of NWCT and who lives in Northmoor; that Northmoor PC had the opportunity to hear the views of others besides EA and that the two PCs were more in agreement with the issues. It was agreed that Nicola Blackwood MP would be writing to the Health & Safety Executive to raise the issues highlighted. 
 
11/160 Minutes of the last meeting: Council authorised the signing of the minutes of the 14 November 2011 by Mrs Salmon and Council accepted the minutes of L&R Committee meeting of 26/9/11.
 
11/161 Draft Budget for 2012/2013 and Precept: Council reviewed the financial report to 14.11.11. The following were approved for next year’s budget in 2012/2013: APCC - £600 for grass cutting to cemetery; APCC for use of Advertiser space £120; AVHall Committee - £1,000 for repairs/insurance; Sportsfield Committee – 14 cuts in year (from Yewtree Contractors Ltd); Jubilee celebration event in June 2012 of £250; the following were approved from 4 members and 1 against: CAB £35; St John’s Air Ambulance £25; no funding would be given to Repatriation Memorial Bell and Association for the Blind. The first draft of budget was reviewed and amendments made to be approved at January meeting. The precept will be set at the next meeting.
 
11/162 Matters arising from the 14 November meeting and not appearing elsewhere on the agenda:
  1. Storage of Title deeds owned by Council – Mrs Davidson to purchase safe - outstanding
  2. Blue Plaques in village – Decision of Council passed on to Mr John Evans (History Group).
  3. Parking near school – Letter sent out with map; it was decided that the map has to be amended re Southby Close.
  4. Album in Chest – updated
  5. SOs amended – copy to Councillors outstanding
  6. Speed indicator device – Highways charge £100 plus VAT to hire out per day; Mr Stammers may get assistance from police to operate one for 2 hrs/ day
  7. Community Governor – this request was declined by Governors of Appleton School
  8. Grant from Vale of £1k for Aqua sacs – received grant and ordered goods as per quotation
  9. Littering on Eaton straight – updated and reported to Colin Marshall of Vale
  10. Garden Club request: Informed Club of Council’s decision
  11. Vale interim housing consultation – update from Mrs Davidson re: working meeting on 17/11/11 and Council responded.
  12. Insurance for farmers – notified farmers of requirement. Mrs Davidson to notify Mr White via Mr Mansfield.
  13. Road maintenance and potholes – updates received and actions noted.
  14. Town and Parish Council Forum 2011 – update from Mrs Davidson from meeting of 23/11/ 11 and Council responded to questionnaire.
 
11/163 Northmoor Weir: Council received the latest update from the Northmoor Weir Campaign Group and thanked Nicola Blackwood MP for her support and contribution to the meeting on 8December with EA.
 
11/164 Appleton Playground Project: Council received the latest position on the signed lease. Council received and accepted the recommendations made by Ms Carolyn Place and Mrs Natalie Crawford with regard to appointing the suppliers to do the main works. It was agreed that Council would contract to start the work after checking on the position of the signed lease.
 
11/164 Bike rack: Council received an update and decided that the bike rack should go ahead. Mrs Davidson reported that Mr Gearing was in favour of this request and the money would come from the stewardship funding.
 
11/165 Appleton Village Hall: Council approved the application to WREN (retrospectively) for a grant of £15k towards the renovation costs of Lobby and toilets (decisions in Feb and March 2012).

11/168 Training course: Council agreed the 3 members (SM, JM, LG) to attend training course on Roles and responsibilities – working with your local council, on Monday 27/2/12 from 6.30 – 9.30pm (Sandwiches & refreshments from 6pm) at Civic Hall, Didcot, OX11 7JN. Cost/head = £40 plus VAT.
 
11/169 Winter preparedness: Mr Stammers reported that the Snow group needs more volunteers; this request to go in Advertiser; Council agreed the funding of a salt spreader £150 plus VAT. The Flood Group is fully operational.
 
11/170  Town and Parish Forum Workship Questionnaire: Council submitted its response.
 
11/171  VOWHDc Corporate Plan 2012-2016 consultation: Council members have replied and Mrs Davidson will submit their individual responses.
 
11/172 Clerk Hours: The Amount of hours worked vs expected; this has been referred to the staff personnel group.
